There was only one toilet available for 60 patients, in a lavatory covered with malodorous water. Only one attendant was available to care for this group, many of whom were not able to control their bodily functions. Gallons of disinfectants could not mask the terrible odor. The deplorable conditions could not be solely blamed on those running the asylum; the State was unable to provide the much-needed funding.
